Welcome to your new home in Ashkelon!

This is a guide to help you register your apartment with the Iriya in order to pay your Arnona (municipal taxes). We have included as much information as possible.

We suggest that you read through this entire guide before starting. You will need information and scans or photos of different documents. Take a look at the last page of this document for a list of items that you will need. The guide is based on information when it was written and may change, so if in doubt, ask other residents in your building.

To register your apartment for Arnona:

  1. Using your browser, go to https://mast.co.il
    The Mast website appears.
  1. In the search box, start typing אשקלון. When the name appears, select it and click Enter.
    A pop-up screen appears with a choice of the Ashkelon water company or the Iriya.
  2. Click the Iriya icon (right side).
    A menu screen appears with different forms to access.
  1. Click the  טפסים חכמים
    A screen appears with a choice of forms.
  1. From the list of forms, select: טופס נכס חדש מקבלן – מגורים
    A pop-up screen appears asking for an SMS verification.
  1. From the pop-up screen, enter your phone number and select SMS, then שלח
    A verification code is sent to your cell phone.
  1. Fill in the code that was sent to your phone by SMS, then click שלח.
  2. Fill in the different fields using the guide on the following page.

You can save the form and come back to it later or submit it if you have all of the needed information.

  18. If you don’t have a Horaat Keva, you can add the information here after arranging with the bank.
  19. Attach a photo/scan of the Teudat Zehut of the person who will be living in the property
  20. Scan of the first and last page of the contract
  21. Scan of the entrance permit from the kablan (both sides)
  23. Agreement that the details provided are correct and that you are enrolling in this digital service
  24. Sign the document
  25. Alternatively, add a scan of your signature
  26. Save this document and work on it later
  27. Submit this document
